Warsaw 2026: Euro 3 Diesel Gets Four Free Entries First

Two classes below the standard

Warsaw’s Strefa czystego transportu sets its minimum at Euro 5 for diesel and Euro 3 for petrol, with the second phase of those requirements in force since 1 January 2026. A 2014 registration certified to Euro 3 misses the diesel line by two full classes — not a paperwork question, just a gap.

There is no sticker to obtain either. The zone works from the central vehicle register rather than from anything displayed on the car, and no hours are published, because the requirement attaches to the vehicle itself rather than to a period of the day.

The four-entry buffer most guides miss

Warsaw does not penalise on first contact. Every vehicle has four free entries per calendar year before a penalty is reachable, and the fine of up to PLN 500 under Article 96c of the Code of Misdemeanors only applies from the fifth non-compliant entry. For a short visit that allowance can cover the whole trip — though the count resets annually, so a car that has already been in the zone this year starts with less room.

Who actually checks, and how

This is where Warsaw differs from a camera-billing zone. Compliance is checked by police and the Straż Miejska, who verify the vehicle against the central register during a stop. The city’s own SCT cameras analyse traffic and are not able to issue tickets. Enforcement therefore depends on being stopped rather than on a notice generated automatically from a plate photograph — which lowers the odds on any single trip without making the entry lawful.

Exemptions worth ruling out first

A non-compliant diesel can still enter legally if it belongs to one of Warsaw’s recognised categories: registered electric vehicles, historic vehicles, and vehicles used by disabled persons. None covers an ordinary Euro 3 diesel bought new in 2014, but a registered classic or a car carrying a disability permit is worth checking before assuming the count matters.

Planning around the allowance

• Track how many entries the car has already made this calendar year, since the allowance is per vehicle and resets in January.
• If more than four entries are unavoidable, a rental at Euro 5 or better removes the exposure rather than relying on the count.
• Park outside the boundary and take the metro or a bus for the final stretch — no counter to track and cheaper than a single PLN 500 fine.
