Vienna 2026: No Car Emission Zone for a Euro 3 Diesel
Vienna has never operated an emission zone for passenger cars, and Austria issues no emission sticker. A 2014 Euro 3 diesel car therefore enters with nothing to arrange. The city’s IG-L driving ban covers lorries of exhaust classes Euro 0, 1 and 2, across the whole municipal area.

Can a diesel Euro 3 car enter Vienna?
Yes, without condition. No Austrian city operates an emission zone for private cars, and no Austrian authority issues a sticker that would prove one’s emission class at a city boundary. A 2014 diesel Euro 3 drives into Vienna on the same terms as a car registered last week.
What the IG-L measure actually bans
The Immissionsschutzgesetz-Luft catalogue of measures, adopted in 2005, is the source of Vienna’s one emission-based driving ban — and it is aimed at heavy vehicles. Lorries, articulated vehicles and tractor units of exhaust classes Euro 0, Euro 1 and Euro 2 are barred permanently from the entire municipal area, motorways included.
The stages arrived in sequence: Euro 0 from 2008, covering vehicles first registered before 1 January 1992, then an amendment in December 2013 that extended the ban to Euro 1 and Euro 2. Operators can apply to MA 46 for an exemption, for example on proof of Euro 3 emission values or for a works fleet of no more than four N1 or N2 lorries.
What you do need before driving in
- A valid Pickerl if the car is Austrian-registered. The roadworthiness inspection is a separate legal duty from anything to do with emission zones, and it is the sticker people confuse with one.
- A parking plan. Nearly the whole of inner Vienna is a Kurzparkzone with a strict maximum stay, and a park and ride on the U-Bahn is usually cheaper than feeding a machine for a day.
- Nothing emission-related. No registration, no permit, no Certificate of Conformity check at the city edge.
If you have seen a Vienna fine figure quoted
The City of Vienna publishes no penalty amount on its IG-L lorry-ban page, and there is no car emission offence in the city to attach one to. Specific euro figures circulating for a Vienna car zone describe a scheme that was discussed but never brought into force.
Quick compliance checklist for Vienna
- ✅ No emission sticker exists in Austria — do not buy one from a third party
- ✅ The Euro 3 rating is not tested, because no car threshold has ever been set
- ✅ The IG-L ban reaches Euro 0-2 lorries and tractor units, not passenger cars
- ✅ Keep the Pickerl current if the car is registered in Austria
- ✅ Budget for Kurzparkzone parking rather than for any emission cost
