USA on a Chinese Licence 2026: Each State Sets the Rule

For Chinese drivers, the most important fact about driving in America has nothing to do with speed limits or which side of the road to use. It is the licence, and the answer changes at every state line.

The licence question

The US federal government does not set one rule for visiting drivers. USAGov explains that, depending on the states you visit, you may need an International Driving Permit as well as your own licence, that not every state requires one, and that you should check the rules of each state on your route. It adds that the US does not issue IDPs to visitors and that hire firms may ask for both documents.

Here is the problem for a mainland driver: China is a party to neither road traffic convention and does not issue an IDP, so wherever a state or a rental company insists on one, a Chinese driver has no treaty document to show. Before you book, check the motor vehicle agency (DMV) of every state you will drive through, ask the hire company in writing whether it accepts a Chinese licence, and if anything is unclear, ask a US embassy or consulate in China. Carry your licence and passport together whenever you drive.

Same side, different framework

Both China and the US drive on the right, so there is no side switch. What changes is the framework around it. American traffic law is set state by state, so speed limits, phone use and turning rules differ between, say, California and Florida. Two habits surprise visitors most. The right turn on red is legal in most states after a full stop unless a sign forbids it. And the four-way stop runs on order of arrival: first to stop, first to go.

Speeds are posted in miles per hour and run slower than China’s expressways: about 25 mph (40 km/h) in towns, 55 mph (88 km/h) on rural roads and 65 mph (104 km/h) on interstates, against the 120 km/h you know at home. The drink-drive limit is 0.08 BAC, far looser than China’s 0.02, but US DUI penalties are heavy and the safe rule remains nothing before driving. Distances between towns are huge, so plan fuel and rest stops; at roughly $0.95 a litre, fuel is at least cheap.
