Spanish Drivers in the UAE 2026: 1949 IDP, No Alcohol at All

Spanish visitors arrive in the Emirates already used to driving on the right, so the first hours on the Sheikh Zayed Road feel less strange than the heat. The differences are in the papers you carry, a total ban on drinking before driving, and police powers far wider than at home.

The permit to bring

Global Affairs Canada says an International Driving Permit is needed to drive or rent a car in the UAE; Dubai accepts some home licences directly, but only those on its list. Spain has not ratified the 1968 Vienna Convention, but Spain and the UAE are both parties to the 1949 Geneva Convention, so the permit the DGT issues is valid there. Apply before departure and keep it with your Spanish licence and passport. Dubai’s list is a Dubai matter. If your itinerary includes Abu Dhabi, Sharjah or any road trip between emirates, assume you need the permit, because the exception does not follow you across the border. Other countries on your route can be checked in the Driving Permit Checker.

From 0.5 g/l to nothing

Spain’s general limit is 0.5 g/l of blood. The UAE has zero tolerance: GOV.UK says driving after any amount of alcohol is illegal and that insurers are likely to refuse cover after an accident. Being drunk in public is an offence anywhere in the country, and in Sharjah drinking or possessing alcohol is banned outright. A Spanish habit of one beer with lunch before a drive has no equivalent here.

Cameras and police powers

Limits vary by road and are clearly signed, and UK advice describes widespread speed cameras alongside frequent speeding, so keep to the posted figure. Police can impound a car for violations that would be minor in Spain, with a release fee of up to AED 50,000 plus the fine. Rude gestures or bad language at other drivers can lead to fines, jail or deportation. After any incident everyone involved must stop as soon as it is safe and wait for the police.

At home a Spanish seatbelt ticket is EUR 200 plus 4 points, a phone offence EUR 200 plus 6, and a red light EUR 200 plus 4. Our UAE record lists its own scale, including impoundment for a red light, but the figures there are not confirmed by an official text we hold, so we do not quote them.

Before you sign the hire agreement

Read the insurance clause and ask what happens if the car is impounded. GOV.UK’s AED 50,000 figure is a release fee on top of any fine, so it matters who pays it: you, the rental company or an insurer that may refuse cover. Photograph the car at pickup, keep the permit with your licence, and put the rental company’s emergency number in your phone beside the three official ones below. If anyone in your group intends to drink at a hotel, make a plan for a taxi back that does not involve you at the wheel, because even a small amount in your system voids the cover GOV.UK describes.

In the car

The UAE record lists a warning triangle, fire extinguisher and first-aid kit as required equipment. Spain asks for a triangle, reflective vest, spare wheel or repair kit and the V-16 beacon. The sets overlap only on the triangle, so a car hired in the Emirates will not be equipped the way a Spanish one is.

Numbers to save

Police 999, ambulance 998, fire 997. At home you dial 112, or 091, 061 and 080 for the individual services; in the UAE only the 999 pattern works. The UAE driving guide has more.

Keep the DGT permit in the same wallet as your licence, and photograph both. If you collect the car at the airport, ask the desk whether it wants to see the permit for the whole rental period or only at pickup, and ask what the company does if a fine or impound notice reaches it after you have gone home.
