Ukraine 2026: Carry an IDP, a US Licence Alone Is Invalid
United States
Ukraine
A US licence on its own is not valid in Ukraine, the State Department says; carry an IDP from AAA or AATA. Traffic keeps right, the alcohol limit is 0.02, and security comes first.
This page answers the licensing question, but it has to lead with the obvious: Ukraine’s wartime situation means an American should check current US State Department travel advice before planning any drive. Treat the road detail below as the rules picture, not as a green light.
The licence verdict for American drivers
The U.S. State Department’s country page says “U.S. drivers licenses are not valid in Ukraine as their vehicle categories do not meet the standards enumerated in the 1968 Convention on Road Traffic,” and that travellers without a compliant licence “must obtain either a Ukrainian driver’s license or an International Driving Permit.” For a visitor that means an International Driving Permit, issued in the US by AAA or AATA before you leave, carried with your American licence and passport. The IDP is a translation of your existing licence, not a separate test. After an accident, the State Department notes, police may take both drivers’ licences and issue temporary ones until a court settles responsibility.
No side switch — but a near-zero alcohol limit
Ukraine drives on the right, the same as the United States, so there is no side-of-the-road adjustment to make. The catch that surprises American drivers is alcohol: the limit is 0.02 — effectively near-zero, far below the US 0.08. There is no “one drink” margin here, so don’t drink at all before driving; enforcement is active and penalties are real.
Fast limits, rough surfaces
Posted limits are 50 km/h in town, 90 km/h on rural roads and 130 km/h on motorways — quicker than US norms. But road quality is the genuine issue: outside the main corridors you meet potholes, faded markings and assertive local driving, which is why the destination rates as challenging. Drive to the road, not the sign. A minor speeding penalty starts around UAH 340 (≈ €8), and fuel is about €1.25 a litre.
Before you set off
The emergency number is 112. The car should carry the standard European kit — warning triangle, reflective vest, first-aid kit and fire extinguisher. Read the local detail on our Ukraine driving guide, confirm your paperwork with the Driving Permit Checker, and estimate any penalty with the Speeding Fine Calculator.

Not on the licence alone. The U.S. State Department says U.S. driver's licenses are not valid in Ukraine because their vehicle categories do not meet the 1968 Convention standards, so travellers must obtain either a Ukrainian driver's license or an International Driving Permit. For a visit, that means an IDP from AAA or AATA, carried with the US licence and passport. Given current conditions, check State Department travel advice before travelling: security is the deciding factor, not the licence.
Ukraine enforces a near-zero 0.02 BAC limit, far stricter than the US 0.08. Treat it as no alcohol before driving.
Ukraine drives on the right, the same as the United States, so there is no side-of-the-road switch — the adjustments are the strict alcohol limit and variable road quality.
