Can an American licence holder drive in Turkmenistan?
Yes, provided you also hold an IDP. The U.S. State Department’s country page states plainly: “You must have a valid international driving permit.” In the US the permit comes from AAA or AATA, and you need it in hand before you travel. Carry it with your American licence and passport. The same page says foreigners who reside in Turkmenistan must apply for a local licence with the Road Police Department of the Ministry of Internal Affairs.
