Yes, with an international driving permit. GOV.UK says to keep the correct IDP and UK licence in the car, and that hire cars often come with a driver. Timor-Leste drives on the left.
Timor-Leste rewards determined drivers with empty mountain roads and a dramatic coastline. For a British visitor it starts with one piece of luck: you already drive on the correct side.
The permit is required
GOV.UK says: “You’ll need to have both the correct version of the international driving permit (IDP) and your UK driving licence with you in the car.” The permit is required. GOV.UK’s IDP table does not list Timor-Leste. In that case GOV.UK says to check with the country’s embassy and, if you are hiring, with the hire company, so confirm the version before buying. It is only sold in the UK. GOV.UK also notes that hire firms often want a year of experience, a higher minimum age and an IDP, and that “if you hire a car in Timor-Leste it’s likely you’ll have to hire a driver as well.”

Timor-Leste drives on the left, exactly like the UK. That matters here, because the rest of the driving is demanding enough.
The roads are the challenge
GOV.UK describes roads that are generally in poor condition, with frequent accidents involving motorbikes and scooters. Main routes are often single-track mountain roads that deteriorate quickly and can become impassable, especially in the rainy season from November to April. Outside Dili, it advises travelling in convoy wherever possible because emergency services are lacking, roads are poor and some cars drive at night without lights. Drive in daylight, and allow far more time than the distance suggests.

Police 112, ambulance 110, fire 115. GOV.UK warns that these numbers are unreliable.
