South Korea on a US Licence — IDP Required, Hangeul Signs & a 0.03 Limit

The paperwork is where US drivers come unstuck in South Korea, before a wheel has turned. A state licence on its own does not entitle you to drive here. Korea’s Road Traffic Act (article 96) lets a visitor drive on an international driving permit issued under the 1949 Geneva or 1968 Vienna convention, for one year from the date of entry.

Get the 1949 permit before you fly

The United States is a party to the 1949 Geneva Convention, so the permit you need is the 1949 type issued at home, for example through AAA. It cannot be arranged once you land at Incheon or Gimpo. A 0.03 limit, not 0.08

The WHO’s 2023 profile for the Republic of Korea lists a blood-alcohol limit of 0.03%, less than half the 0.08 that applies across the US. For most people one drink can reach it. If you are driving later, do not drink at all.

Cameras, limits and hangeul

Traffic keeps right, as at home. Under article 19 of the Enforcement Rule, expressways with two or more lanes each way run at 100 km/h, rising to 120 only on designated routes, single-lane expressways at 80, and ordinary roads outside towns at 60 (80 on dual carriageways). Towns are 50 km/h. Limits drop by 20% in rain and by 50% in fog or on snow-covered roads. Fixed and average-speed cameras are dense, and up to 20 km/h over costs KRW 30,000-40,000. Expressways carry romanised place names, but smaller roads often show hangeul only, so enter destinations in a navigation app before you set off. Call 112 for police and 119 for fire and ambulance. The South Korea driving guide has the full rulebook.
