The IDP rule in Romania comes from treaty membership, not from the hire desk: OUG 195/2002 art. 82(3) requires a permit for any licence from a state outside the 1968 Vienna convention, and the US is not a party.
Romania rewards a road trip, but two pieces of admin catch American drivers before the scenery does, and one habit from home can cost you far more than a ticket. Sort all three before you leave the rental lot.
First, paperwork. Your US license is not enough on its own. Romania’s road traffic ordinance (OUG 195/2002, article 82(3)) says a driver whose licence comes from a state that is not a party to the 1968 Vienna convention must also carry an International Driving Permit, and the United States belongs only to the older 1949 Geneva convention. Get the permit from AAA or AATA before you fly; it cannot be issued in Romania. Keep it with the license and your passport. Second, the rovinieta, Romania’s road vignette. You need it on national roads and motorways. It is sold at border points and most petrol stations and is held against your number plate rather than stuck on the windscreen. A hire car should already have one; confirm it at the desk. Third, alcohol. UK government advice warns that if you are tested and found with any alcohol in your system you may be fined and could face imprisonment. There is no “one beer” margin; treat driving days as completely dry.
On the road, articles 49 and 50 of the ordinance set 50 km/h in towns, 90 km/h outside them, 100 km/h on expressways and European roads and 130 km/h on motorways; drivers with less than a year’s experience must stay 20 km/h lower. Most of the network is two-lane national road shared with slow trucks and, in rural areas, horse-drawn carts. Fines are calculated in penalty units, and article 108 adds points by the size of the excess: 2 for 10-20 km/h over, 3 for 21-30, 4 for 31-40 and 6 for 41-50, with a 90-day suspension beyond 50 km/h over. The car must carry a first-aid kit, fire extinguisher, red warning triangle and fluorescent jacket, and winter tyres are required whenever snow, ice or sleet is on the road. Winter tyres in Romania — 2026–27 season
Winter tyres are required in Romania whenever conditions are wintry — No fixed dates — required whenever the road is covered in snow, ice or black ice.
