Start with enforcement, because Norwegians take traffic law seriously and the cameras are everywhere. Speed cameras — fixed and mobile, including average-speed sections — operate across the network, and the fines are among the steepest in Europe: roughly 10 km/h over the limit costs about NOK 2,550 (≈€220). Winter tyres are required in Norway whenever conditions are wintry — 1 Nov - first Sunday after Easter (Nordland/Troms/Finnmark: 16 Oct - 30 Apr) — tread-depth rule; winter tyres themselves are not compulsory.
