Can an Indian Drive in Luxembourg? — IDP, Right-Side Roads & a 0.05 Limit

Luxembourg is small enough that a day out turns into a drive through France, Belgium or Germany before lunch. For an Indian visitor the licence side is quick to sort; the road side and the speed bands are where the attention goes.

Driving on an Indian licence

Carry an International Driving Permit with your Indian licence and your passport. India and Luxembourg are both parties to the 1949 Geneva Convention on Road Traffic, and the permit issued in India follows that convention’s model, which is what Luxembourg’s ACL describes as the format readable in every country that ratified one of the road conventions. Arrange it in India before you fly; Luxembourg issues international permits only to its own residents. Keeping right

India drives on the left; Luxembourg drives on the right. Roundabouts run anticlockwise, you overtake on the left, and the reflex to look right first at a junction is now the wrong one. The risky moments come early, leaving the hire car park or a fuel station, so begin on quiet roads rather than in Luxembourg City traffic.

Speed bands that come quickly

The limits are 50 km/h in built-up areas, 90 km/h outside them and 130 km/h on motorways. The Grand Ducal Police tariff is simple. Going less than 15 km/h over in town, less than 20 over outside towns or up to 25 over on a motorway costs EUR 49. Above those margins the fine is EUR 145 and 2 points come off the licence. Measurement tolerance is 3 km/h up to 100 km/h and 3% above that. On a short motorway hop the step from EUR 49 to EUR 145 comes up fast.

Alcohol

UK government advice gives Luxembourg’s limit as 0.05% for experienced drivers and 0.02% if you have held your licence for less than two years. India’s limit is 30 mg per 100 ml (0.03%), so the headline number rises for most Indian drivers and falls for new ones. Either way, the simple rule is not to drink on driving days.
