Libya is not a casual self-drive destination, and any Indian visitor planning to drive there should treat the paperwork and the rules as non-negotiable. The licence question has a clear answer, and so do the two adjustments most likely to trip you up.

The verdict for Indian licence holders

You can drive in Libya on your Indian licence only if you also carry an International Driving Permit. Libya operates under the 1949 Geneva Convention, and the IDP is the recognised translation that makes a foreign licence valid here — without it, a roadside check or a rental desk can refuse you. Arrange the IDP in India before you travel; it cannot be issued once you arrive. Carry the IDP, your Indian licence and your passport as one bundle.

A genuinely zero alcohol limit

Libya’s blood-alcohol limit is 0.0 — effectively a total ban, and well below India’s 0.03. There is no margin for “one drink”, and given how restricted alcohol is across the country, the only safe rule is none at all before you drive. Treat this as the firmest line of the trip.

The side switch

India drives on the left; Libya drives on the right. For an Indian driver this is the reflex that needs deliberate attention in the first day — joining traffic, taking a roundabout that now flows the other way, and judging oncoming gaps from the opposite side. Posted limits are 50 km/h in towns, 85 km/h on rural roads and 100 km/h on the main highways, but condition and other drivers matter more than the sign, so leave room and drive defensively.

Fuel and the practical picture
