Can an American Drive in Kuwait? — IDP Required, Zero-Alcohol Rule

An American licence holder can drive in Kuwait — but unlike a quick trip across a US state line, this one comes with a hard document requirement and one cultural rule that surprises almost every first-time visitor.

The verdict on your US licence

You can drive in Kuwait on your American licence provided you also carry an International Driving Permit. The IDP is not optional here the way it is in much of Europe; rental desks and traffic police treat it as the standard companion to a foreign licence. Sort it at home before you fly, because you cannot obtain one once you land. Your US licence works for roughly the first 3 months of a stay; beyond that, residents are expected to convert to a Kuwaiti licence. Carry the IDP, your licence and your passport together whenever you drive.

The zero-alcohol rule is the real catch

This is the single thing that trips up American drivers. Kuwait’s blood-alcohol limit is 0.0 — an absolute zero, not the 0.08 you are used to. It is also a fully dry country: importing, buying or drinking alcohol is illegal in itself, so there is no “one drink with dinner” scenario to manage. Treat driving and alcohol as completely separate worlds here. Penalties are severe and can include licence confiscation.

Speeds are high, and so is the radar coverage

You stay on the right, same as at home, so there is no side switch to relearn. The numbers run the other way from what you might expect for a small country: motorways permit 120 km/h, rural roads 80 km/h, and built-up areas drop sharply to 45 km/h. Kuwait’s expressways are wide, fast and heavily monitored by fixed and mobile speed cameras, and enforcement is automated, so the urban 45 limit is easy to overshoot coming off a fast road. Fuel, by contrast, is almost free by Western standards at around $0.35 a litre. The emergency number is 112.
