Iceland for Norwegian Drivers — No Motorways, F-Roads & Gravel

Norway and Iceland share the EEA, so the licence question is the simplest part of this trip: your Norwegian card is valid with no International Driving Permit needed, and you already drive on the right. What changes is the road network itself, which behaves unlike anywhere on the mainland.

There are no motorways in Iceland at all. The fastest you will legally travel is 90 km/h on the paved sections of the Ring Road (Route 1), and that drops to 80 on gravel and 50 in towns. Much of the country’s road surface is loose gravel, and the transition from tarmac to gravel is where most tourist accidents happen — the back end steps out, the car drifts wide on a bend, and a confident mainland pace becomes dangerous. Slow down well before the surface changes, and treat every blind summit and single-lane bridge as a genuine give-way point.

The bigger thing to understand is the F-roads. These are the unsealed mountain tracks into the interior — the route to Landmannalaugar, the Highland crossings — and they are not optional-difficulty versions of normal roads. They legally require a 4WD vehicle, frequently involve unbridged river crossings, and a standard hire car taken onto one is both unsafe and uninsured. Check which roads your booking actually permits. And whatever you drive, off-road driving is illegal everywhere in Iceland to protect the fragile moss and lava terrain; the fines are severe and enforced, so stay on marked tracks even where the open landscape seems to invite a shortcut.

Enforcement elsewhere leans on police patrols of the Ring Road rather than dense cameras, with a tolerance of about 5 km/h and high on-the-spot fines — a basic 10 km/h overspeed runs around ISK 10,000 (roughly EUR 65), climbing sharply above that. Weather is the wild card: conditions can swing from sun to horizontal sleet within an hour, so check road.is before each leg and carry warm layers even in summer.
