Indian Licence in Hong Kong 2026: 12 Months, No IDP Needed

Is an Indian driving licence valid in Hong Kong? Yes. As a visitor you can drive on it for 12 months from your last entry, with no international permit needed. The rule is regulation 37 of Hong Kong’s Road Traffic (Driving Licences) Regulations, and the Transport Department publishes it. Traffic keeps to the left, exactly as at home. For many trips the real question is not whether you may drive but whether a car is worth it.

What regulation 37 allows

The regulation covers a visitor who holds either:

• a valid domestic licence issued outside Hong Kong, such as your Indian licence, or
• a valid international driving permit.

Either one lets you drive for 12 months from the date of last entry. A visitor here means someone not coming to live in Hong Kong for more than 12 months. Because the period runs from the last entry, a trip to Macau or Shenzhen and back starts the clock again.

You can drive only the classes your licence already covers, and you must meet Hong Kong’s minimum age for that class. An Indian licence that shows only two-wheelers does not let you hire a car. Keep the licence and your passport together when driving.

If you are moving to Hong Kong rather than visiting, the Transport Department offers a temporary licence or direct issue of a local one instead. That is a separate application.

Do Indians need an IDP for Hong Kong?

No. The Indian licence alone satisfies regulation 37. Some travellers carry a permit anyway because a hire company asks for one; that is a company preference, not the law. If your licence is an older paper format that is hard to read, a permit can save time at the counter.

Same side of the road, faster pace

Hong Kong keeps left and roundabouts go clockwise, so the seat, mirrors and turns are all as you know them. The adjustment is the density. Lanes are narrow, junctions come one after another, and buses and minibuses pull in and out of stops constantly. Lane discipline is expected: stay in your lane and signal well before every change.

Speed limits

Every road is 50 km/h unless a sign says otherwise. Faster roads are posted at 70, 80, 100 or 110 km/h. There is no unsigned highway limit to assume. Watch the signs as you move between urban streets and expressways.

Alcohol: the numbers compared

Hong Kong’s figure is higher than India’s, but that is not a reason to have a drink before driving in traffic this dense. The safe amount is none.

Collecting a hire car

At the counter, show the Indian licence and your passport. Check that the licence class matches the car you are renting, and that the expiry date is well beyond your return flight; regulation 37 needs a valid licence, so one that lapses mid-trip stops covering you that day. Before driving off, set the route on your phone while parked, because Hong Kong junctions give little time to read signs on the move.

999 for everything

India’s 100, 101 and 108 do not work here. Hong Kong uses 999 for police, fire and ambulance.

Car, or MTR and ferries?

For sightseeing in the city, a car is often a burden. Parking is scarce and traffic is heavy. The MTR, trams, buses and ferries reach almost every place a visitor goes. A hire car pays off for the quieter New Territories or Lantau, where beaches and country parks are spread out. If you plan both, rent only for the days you leave the city.
