Can an American Drive in Georgia (the Country)? — Yes on a US Licence, IDP Recommended

This page is about Georgia the country, with Tbilisi, the Caucasus and the Black Sea, not the American state. For a US visitor the licence question is light: your American licence works, and an international driver’s license is recommended because hire firms or insurers may ask for one. The harder parts are on the road.

The permit question for Georgia

Canada’s travel advice says a foreign licence is valid in Georgia but advises an IDP, since some rental agencies or insurers may require it, and suggests a notarised Georgian translation. UK advice allows a visiting licence for one year, which covers any holiday. The United States and Georgia are both parties to the 1949 Geneva Convention, so the IDP that AAA or AATA issue is the correct one. Get it before you fly. What the State Department says about the roads

The department says conditions on the road are very different from American ones. Many roads are in poor condition, with stretches missing pavement and large potholes. Driving at night can be dangerous because of varying road and traffic conditions, poor lighting or lack of headlights, and open-range livestock on the road. The department’s advice is plain: avoid travelling at night, and its own embassy staff are prohibited from official night travel outside urban areas except in emergencies.

Other points from the department:

• Reckless driving is common, and drivers frequently ignore traffic laws
• Pedestrians are not given the right of way, so be careful at every crossing
• Patrol police do not consistently enforce traffic rules
• Many vehicles on the road are in poor condition, even though inspections began in 2018

Rules that differ from home

• No right turn on a red light, unless the signal says otherwise
• Seat belts are required
• Children under four must use a child-safety seat, and children under twelve may not ride in the front seat
• Alcohol: zero tolerance, with anything above 0.0% illegal

On the alcohol number the sources disagree. The State Department says any amount over 0.0% is illegal, while the WHO profile lists 0.03%. Both are far below the 0.08% used in most US states, so the answer for a driver is the same: do not drink first.

Winter and mountains

Winter travel can be hazardous, especially in mountainous areas. The State Department says snow tires or chains are required on all vehicles travelling in mountainous terrain during the winter. If you plan a trip in the cold months, ask the rental firm what the car is fitted with, and do not set out without them. UK advice adds heavy rain, flooding, landslides and snow at altitude as risks to roads and bridges.

Speeds in miles per hour

The State Department gives ranges rather than a single figure: 80 to 110 km/h (50 to 69 mph) on highways and 30 to 70 km/h (19 to 44 mph) on urban thoroughfares. Our own record lists 50 km/h in towns, 80 on rural roads and 120 on motorways. If the two differ on a particular road, follow the sign. The urban range is a reminder that the limit changes from street to street.

Equipment

Our record lists a fire extinguisher, first-aid kit, reflective vest and warning triangle as required. In the US they are recommended. A hire car should carry them, but check at pickup.

Minibuses and other options

If you would rather not drive, the State Department notes that public transit is cheap but may be unreliable and uncomfortable. Minibuses called marshrutkas are often overcrowded, poorly maintained, lack seatbelts and are often in accidents. US Embassy staff are prohibited from riding them.
