A US licence is valid in Estonia if it shows a symbol and description of the vehicle category; otherwise carry an IDP from AAA or AATA. Winter tyres are compulsory 1 Dec-1 Mar and the alcohol limit is 0.02.
Estonia’s roads are quiet and the traffic keeps right, so an American is on familiar ground at the first junction. The questions that need answers come before you set off: does your state card count on its own, and do your dates fall in the winter-tyre season?
Does your licence count on its own?
The United States is a party to the 1949 Geneva Convention, and Transpordiamet, Estonia’s transport administration, accepts licences from those countries for a visitor’s whole legal stay. There is a condition. The card must be in Latin script and show each vehicle category with a description: a pictogram of the vehicle, its maximum mass or the number of passengers. Many US cards show only a class letter. The U.S. State Department puts the same condition in its own words: licences that do not include a symbol and description of the vehicle category must be accompanied by a valid IDP.
IDPs come from AAA or the American Automobile Touring Alliance and must be arranged before you leave the United States. A certified translation of a certificate from the issuing authority also works, but the IDP is the simpler route. Rental companies may add their own requirements, so ask when you book. If you hold an Estonian residence permit, the rules change: you must obtain an Estonian licence.
Rules the State Department singles out
Several Estonian rules differ from what a US driver expects:
- Headlights must be on at all times, day and night.
- Seatbelts are mandatory in front and rear, and infants need car seats.
- Phones are allowed only with a hands-free system.
- Turning right on a red light is illegal.
- After an accident, do not move the vehicle to the roadside until police arrive.
- Roadside assistance and towing: dial 1888.
- Pedestrians have the right of way and may step into the road suddenly.
Drink-driving: lower than any US state
The limit is 0.02 g/dl, a quarter of the 0.08% common in US states, and the State Department calls Estonian enforcement zero-tolerance. Search traffic for this page includes a lot of drink-drive questions, so the short version is that a single drink can be enough for an arrest. Take a taxi.
Winter tyres and studs
Winter tyres are compulsory from 1 December to 1 March. Studded tyres may be used from 15 October to 31 March, and up to 30 April while wintry conditions last. The State Department warns that roads can be icy and dangerous in winter, some rural roads are unpaved, and large icicles falling from buildings can be a potentially deadly problem in winter and spring. Fixed cameras send a cautionary fine of EUR 5 for every km/h over the limit, up to EUR 300, so 10 km/h too fast costs EUR 50. Estonia’s list of required kit includes a warning triangle, first-aid kit, fire extinguisher and reflective vest; US rules only recommend them.
Planning the days
If your trip falls between October and March, the Estonian roads you see on a map may look very different on the ground. The State Department’s warnings about ice and unpaved rural roads mean that a short distance can take longer than the GPS says, and driving after dark in winter is best limited to main roads. A rental that is fitted for winter is a legal requirement, not a bonus. Keep to the speed that suits the conditions, and leave more space ahead than you would on a dry US interstate.
Emergencies
The number is 112 for police, ambulance and fire, not 911. Public transport is generally considered safe, and the State Department advises choosing well-marked taxis.

Winter tyres in Estonia — 2026–27 season
Winter tyres are compulsory on fixed dates in Estonia: 1 Dec - 1 Mar.
- Legal winter tread minimum: 3 mm — not the 1.6 mm figure most guides quote, which is the year-round minimum.
