Egypt on a Canadian Licence — Zero Alcohol and Traffic Like Nowhere Back Home

Canadians can drive in Egypt, but not on the licence alone. Egypt requires an International Driving Permit in the 1949 model next to your provincial licence, and CAA is where you get it, before departure. The pair works for up to six months; after that an Egyptian licence is needed. Traffic keeps to the right, as at home. Almost everything else about Egyptian roads will feel unfamiliar.

The IDP comes from CAA, not Cairo

Whether your licence was issued in Ontario, Alberta or Quebec, the permit is a Canadian document. Egypt cannot issue one for you, so there is no way to sort it out after landing. Carry three things every time you drive: your licence, the IDP and your passport.

The six-month figure comes from the UK government’s Egypt advice and is the most specific official statement we have. For a holiday, you will not come close.

How Ottawa describes Egyptian roads

Global Affairs Canada does not soften this. Its Egypt page says:

• Road conditions are often poor.
• The rate of car crashes is one of the highest in the world.
• Drivers generally have little regard for traffic regulations and do not follow safe practices.
• Drivers do not give pedestrians the right of way.

For a Canadian used to four-way stops and drivers who wave you through, that last point matters as much when you are on foot as in the car. Cross streets carefully, and never assume a driver has seen you because you made eye contact.

Ottawa’s practical conclusion is to use vehicles and drivers from reputable travel agencies. For Cairo and Alexandria, that is the sensible default. If you want to drive yourself, start somewhere quieter, such as a Red Sea resort, and keep the cities for a hired driver.

Zero means zero

The Criminal Code line at home is 0.08. Egypt’s limit is 0.0. A single beer with dinner is a violation, and there is no grace for a small amount left from the night before. If a day involves driving, keep it alcohol-free from the evening before.

Speed limits against home

The numbers look generous. They are not the danger. Unlit vehicles after dark, people walking on the carriageway and sudden stops are what make Egyptian roads hard, and the posted limit is often too fast for the conditions.

Fines you can expect

Egyptian fines are low in cash terms: EGP 100-300 for no seatbelt, EGP 300-500 for using a phone, and EGP 500-1,000 for running a red light. The bigger cost is the time a police stop can take. Everyone in the car should wear a belt where one is fitted.

In the car

A warning triangle and a fire extinguisher are required; a first-aid kit is recommended. Ask the rental company to show you both required items before you sign.

After an accident: leave the car where it is

Global Affairs Canada says do not move the vehicle until police arrive, unless you are in immediate danger, for example from a crowd. In that case, go somewhere safe first and report afterwards. Save these numbers:

• 122: police
• 123: ambulance
• 180: fire

The 911 reflex will not connect here.

Taxis and the metro

If you leave the driving to others, Ottawa warns that many taxis have no working meter and back seats are rarely fitted with seatbelts. Women are advised not to sit in the front seat of a taxi, as this could be misread by the driver. The metro is crowded and not air-conditioned, but most lines have women-only cars.
