An Indian licence holder can drive in Croatia, and an International Driving Permit is recommended to carry with it. EU and EEA licences are accepted on their own, but as a non-EU visitor you should pair your Indian licence with an IDP and your passport — it is what rental desks and police expect. Sort the IDP in India before you fly, because you cannot get one in Croatia. Your licence is good for a normal tourist stay.
Switching to the right is the main change
India drives on the left; Croatia drives on the right. That reversal is the thing most likely to catch you out, and the risk is highest in your first day — joining a roundabout that now flows the other way, pulling out of a petrol station, or glancing the wrong direction at a junction.
