Dutch Licence in Bosnia 2026: Valid, but Rentals Need an IDP

For a Dutch driver, Bosnia and Herzegovina is a striking but demanding place to take the wheel: mountain scenery and quiet valleys, very little motorway, and a network that is uneven once you leave the main corridors. The licence answer depends on where the car comes from.

Licence and permit

The Netherlands and Bosnia and Herzegovina are both parties to the 1968 Vienna Convention, and Bosnia is outside the EU. UK travel advice gives the practical rule: a foreign licence is fine in your own car or one hired outside the country, but if you rent inside Bosnia you must also carry the 1968 international driving permit. If you plan to hire locally, get the permit in the Netherlands before you go. Driving down in your own car, carry proof of third-party insurance: border police can ask for printed documents, and insurance can be bought at the main crossings if yours does not cover Bosnia.

Alcohol

The limit is 0.03%, below the Dutch general limit of 0.05% but above the 0.02% that applies to Dutch novice drivers. Police can collect fines on the spot, so keep some local cash and do not drink before driving.

Winter and mountain roads

From November to April, UK advice says cars need tyres marked M+S with the snowflake symbol and at least 4 mm of tread, and must carry snow chains and fit them when signs say so. Limits are 50 km/h in towns, 80 outside them and 130 on the short motorway stretches, but most of your driving will be on winding two-lane roads where weather changes fast. Mines remain from the 1990s war, so stay on roads and paved surfaces. After an accident, stay at the scene and do not move the car until police arrive.
