Belgium recognises Chinese licences according to its federal mobility service, and China issues no IDP, so there is no permit to get at home; ask the hire firm about a translation. Traffic keeps right as in China. The first 10 km/h over a limit costs EUR 58, and the alcohol limit is 0.5 g/l.
No permit is needed from China, because China does not issue one. Belgium’s federal mobility service publishes a list of non-EU countries whose national licences it recognises, and China is on it. The Chinese licence itself is the document, carried with your passport. What remains is the rental desk. Each company sets its own paperwork rules, and a licence printed in Chinese can raise questions, so ask the firm in writing before you book whether it also wants a certified translation.
Same side, different rules at junctions
Belgium keeps to the right, as China does, so there is no side to relearn. What takes adjustment is priority. Unless signs or a roundabout say otherwise, traffic coming from your right has priority at a junction. A car emerging from a side street on your right may therefore go before you even if you are on what looks like the main road. Slow at every unmarked junction and watch the right-hand side before you commit.

The regional split on open roads catches visitors, because the limit changes when you cross from Flanders into Wallonia. Brussels defaults to 30 km/h in the urban area. Signs override all of these numbers, so read them.
What the fines look like
Fines for common offences are paid on the spot or by transfer:
- Up to 10 km/h over: EUR 58, then EUR 12 per extra km/h in built-up areas and restricted zones, or EUR 7 per km/h elsewhere.
- 20 km/h over: EUR 116.
- 30 km/h over: EUR 179, or a court appearance.
- No seatbelt: EUR 116.
- Phone in hand or a red light: EUR 174.

Alcohol: 0.5 g/l is not 0.2
Belgium’s limit is 0.5 g/l. China’s is 0.2 g/l, so a Chinese driver gets more room in Belgium than at home. Treat it as zero all the same, because enforcement is real and the penalties for a roadside failure hit the whole trip.
What must be in the car
Belgian rules require a warning triangle, a fire extinguisher and a first-aid kit on board (road code art. 81.2). A hire car should have all three, but look in the boot before you drive away. Spare bulbs are recommended.
Low-emission zones
Brussels, Antwerp and Ghent run low-emission zones, and a car with foreign plates must be registered in advance on each city’s website. Ask the rental company whether its car meets the zone rules and who registers it. Settle that before you collect the car, not after the first city entry. The driving permit checker is useful if your route continues into France or the Netherlands.
The first hour from the rental desk
Open the contract and check the named driver, the excess and the fuel policy. Walk round the car, photograph the bodywork and confirm the triangle, extinguisher and first-aid kit. Then set the map app before moving, because the exit from an airport or station car park is where unfamiliar signs, tram lines and a first junction with priority to the right arrive together. Keep the licence, passport and rental papers in the same place, so you can hand them over quickly if you are stopped.
Emergency numbers
Dial 112 for any emergency in Belgium. The country also uses 101 for police and 100 for ambulance and fire. China’s 110, 119 and 120 will not connect. The Belgium driving guide has the rest.
