Bosnia and Herzegovina runs a fixed winter equipment season: 1 November to 1 April. Inside it you need winter tyres on every wheel, or chains on board with winter drive tyres or with summer tyres of at least 4 mm.
Three ways to be legal
BIHAMK, the national automobile club, lists what counts as winter equipment for the season that starts on 1 November, regardless of the weather:

The obligation ends on 1 April: BIHAMK announced on 24 March 2026 that the 2025-26 season would close on 1 April 2026.
UK government travel advice condenses this to one line: “Between November and April you must have tyres with an MS, M+S or M&S mark and a stylised symbol of a snowflake – the tread should be at least 4 millimetres deep”, and tells visitors to “carry snow chains and use them when road signs tell you to” (FCDO travel advice). Following that advice keeps you legal under any of the three options.
Why the Rule Is Strict Here
Bosnia is mountain country. The Sarajevo–Mostar road, the routes over Vlašić and Romanija, the climbs out of the Neretva valley: these are the roads the law is written for, and they can be snowbound while Sarajevo itself is merely cold. Police enforce by stopping vehicles rather than by camera, and on the higher routes a car without the right equipment can be turned back rather than simply fined.

Studded Tyres
Studs are banned. If you are arriving from a country where they are normal winter wear, they have to come off before the border.
All-Season Tyres
All-season tyres with an M+S-type marking count as winter tyres under option 1. One without the marking is treated as a summer tyre, so it needs 4 mm of tread and chains in the car.

The 4 mm figure is about summer tyres
Many guides attach 4 mm to winter tyres. In the club’s list it belongs to option 3: a summer tyre is acceptable in the season only with 4 mm or more and chains in the car. A worn winter tyre is still a winter tyre down to 1.6 mm, though it will not grip like one.
Chains are checked, not just assumed
On the passes, a sign turns “carry” into “fit”. This is the point at which visitors discover they have never fitted chains before. Practise once at home; it takes five minutes on a dry driveway and considerably longer on a snowy incline in the dark.
Rental cars are not automatically equipped
Agencies in Sarajevo and Mostar usually fit winter tyres in season, but the tread depth is your problem, not theirs, once you drive away. Read the sidewall for the marking and run a gauge across the tread before you leave the car park.
Insurance follows compliance
Driving out of season-compliance in a country with a fixed equipment list gives an insurer a clean argument after a crash. The fine is the small cost here; the reduced settlement is the large one.
