Yes — and you can leave the IDP at home. Iceland’s driving-licence regulation recognises a licence from outside the EEA for up to 12 months, as long as it is printed in Latin letters or comes with a translation (Regulation 830/2011, art. 29). A US state licence qualifies as it stands.
What the regulation says
Article 29 of Regulation 830/2011 gives the holder of a non-EEA licence the right to drive the same vehicle categories in Iceland as at home for up to 12 months. The only document condition is language: the licence must use Latin letters, or be accompanied by a translation into Icelandic, Danish, Norwegian, Swedish or English. An international permit counts as a licence for these purposes, but an American driver does not need one.
Two limits apply. A foreign licence does not cover commercial passenger or goods transport, and it only lets you drive a vehicle if you meet Iceland’s own age rules for it. Iceland issues category B car licences from 17.
Moving to Iceland
The rules tighten once Iceland becomes home. According to island.is, holders of licences from countries outside the EEA, the UK and Japan must apply for an Icelandic licence after six months of permanent residence, and have to pass both the theory and the practical test (island.is). There is no test-free swap for US licences.
