The exceptions are narrow — an old-style paper licence, or one issued in Gibraltar, Guernsey, Jersey or the Isle of Man, may still need one for some countries.
The twelve-month figure that circulates alongside this question is real but misplaced. It is the conversion window for people who become resident in Italy, not a ceiling on a holiday. A fortnight in Tuscany sits entirely outside it.
The Rule That Actually Costs Money
Italy’s Zona a Traffico Limitato is the trap, and it is almost perfectly designed to catch a visitor. Florence, Rome, Milan, Bologna, Siena, Pisa and dozens of smaller towns ring their historic centres with camera-controlled zones that only residents and permit holders may enter. There is no barrier and no one waves you down. A camera reads the plate, and months later the hire company passes on the penalty with its own administration fee attached.
Two habits avoid the whole category:
- Park outside the centre and walk in. Every ZTL city has car parks placed for exactly this
- Do not follow a sat-nav blindly into a historic centre. Many will route you straight through a ZTL entrance, because the restriction is a permissions rule rather than a road closure

Article 202 of the Highway Code gives a 30 per cent reduction for settling within five days. It applies to the two lowest speeding bands and disappears entirely once the offence carries a licence suspension — so the arithmetic on whether to contest a ticket is worse than it first appears.
Tutor measures the whole stretch
The autostrade use average-speed enforcement between gantries rather than single-point radar. Slowing for a camera you can see achieves nothing, because the system compares entry and exit times across kilometres of road.
The speeding bands rise steeply
Up to 10 km/h over costs EUR 42 to 173. From 10 to 40 km/h over it is EUR 173 to 694. Between 40 and 60 km/h over, article 142 comma 9 puts it at EUR 543 to 2,170 plus a licence suspension of one to three months, and a UK licence is suspended for use in Italy just as an Italian one would be.
Fines take months to find you
Italian camera penalties travel through the hire company or the vehicle registration authority and routinely arrive six months after the trip. Keeping the rental agreement and a note of which cities you drove into makes a late, unexplained charge much easier to check.
