Turkey Speeding Fines 2026: TRY 2,000 to TRY 30,000

The smallest speeding fine in Turkey is TRY 2,000, charged from 6 km/h over inside a built-up area and from 11 km/h over outside one. The ladder tops out at TRY 30,000 plus 90 days without your licence.

Two ladders, not one

Turkey rewrote Article 51 of its road traffic act (Law 2918) on 12 February 2026, through Law 7574, and the result is nine bands rather than the old percentage system — with a separate, more forgiving scale outside built-up areas (mevzuat.gov.tr). In town you are fined from 6 km/h over; on the open road nothing is charged until 11 km/h over. Fines are set in lira and revalued every January by the official revaluation rate under the Misdemeanours Act, so any euro figure you read elsewhere ages fast. The saving grace is a 25% reduction for paying inside the deadline.

The confiscation is not discretionary and it applies each time — there is no first-offence pass. A licence taken under this article is returned only once every fine issued under the act has been paid in full, and a fifth confiscation inside twelve months brings a psycho-technical assessment and a psychiatric examination before it comes back.

The 25% discount, and why “15 days” is wrong

Turkish traffic fines carry a 25% reduction for paying inside the payment period, under Article 17(6) of the Misdemeanours Act (Law 5326): “İdari para cezasının ödeme süresi içinde ödenmesi halinde, cezadan %25 oranında indirim yapılır” (mevzuat.gov.tr). For a traffic fine that period is one month from the day the notice is served — Article 115 of the traffic act — not fifteen days, and paying does not cost you the right to appeal. Miss the month and 5% interest a month starts running, capped at twice the fine.

How fines are enforced

Enforcement is camera-led. EDS average-speed systems cover the motorways, and because those motorways are tolled through HGS/OGS plate readers, a foreign-registered car is easy to match to an outstanding fine at the exit. On-the-spot payment is standard practice, and officers can ask for it immediately.

Tourist tip: carry a card that works in Turkey. The one situation that turns an ordinary ticket into a ruined afternoon is being asked to pay at the roadside with no means to do it.

Speed Limits for Context

Here are the speed limits you need to respect in Turkey:

• Urban areas: 50 km/h
• Rural roads: 90 km/h
• Motorways: 130 km/h (140 km/h on build-operate-transfer toll motorways)

Article 50 caps intercity two-way roads at 90 km/h and divided roads at 110 km/h, and lets the Interior Ministry add up to 20 km/h for cars where road standards justify it. For motorways it did so on 2 June 2022: the highways authority KGM now lists 130 km/h for cars on its motorways and 140 km/h on motorways run under the build-operate-transfer (YİD) model. Signs override the default in either direction.

What Most Guides Don’t Tell You

There is no tolerance band to rely on

The thresholds in the tables above are the whole tolerance. Inside a built-up area the fine starts at 6 km/h over, and outside one at 11 km/h over — those are statutory numbers, not a police habit that varies by region, and camera systems apply them literally.

Hidden costs beyond the fine

• Rental company fee — most agencies charge a handling fee for forwarding a camera fine to your card, and it can rival the fine itself.
• Late interest — 5% a month after the payment period closes, up to double the original amount.
• Time — a confiscated licence at the top three bands means finding another driver or another way home.

Camera technology

EDS gantries measure average speed between two points, so lifting off before a camera achieves nothing. Mobile radar and unmarked vehicles supplement them, and published camera maps go out of date quickly.

When it becomes serious

The break point is 46 km/h over in town, 51 km/h over on the open road. Below it you pay and drive on; at or above it the licence is taken for 30, 60 or 90 days depending on the band, every time.

Will an unpaid Turkish fine follow you home?

Turkey is outside the EU’s cross-border traffic-offence system, so a ticket issued to a foreign plate is not enforced through a court in your own country. That is not the same as it disappearing: a rental company will simply charge the card on file, and an unpaid fine attached to your own vehicle can resurface the next time you enter the country.

How to Avoid Fines in Turkey

The traps that catch visitors

• Urban transition zones: the limit drops to 50 km/h at the town sign, and the 6 km/h threshold starts there too.
• Roadwork zones: temporary limits are enforced with the same ladder.
• Variable gantry signs: the displayed number replaces the posted limit.
• Dual carriageway vs motorway: a divided intercity road is 110 km/h, not the motorway’s 130 (or 140), and an ordinary two-way road is 90.

Use technology wisely

Speed camera alert apps and a sat-nav that displays the current limit are legal and genuinely useful, but note that Turkish law bans devices designed to detect or jam speed-measuring equipment — the penalties for importing or carrying one run into six figures in lira.

If you receive a fine

Officers may ask for payment on the spot. Camera fines arrive by post or through the rental company. Pay inside the one-month window for the 25% reduction, keep the payment reference, and appeal separately if you think the ticket is wrong — paying does not waive the right to challenge it.
