The law published in the Resmi Gazete on 27 February 2026 scrapped the old percentage-based fine system: penalties now start at 6 km/h over inside built-up areas and 11 km/h over outside them, climbing through nine km/h bands to TRY 30,000 and a 90-day licence confiscation.
No cash booths — you need an HGS tag
Turkey’s car limit is 130 km/h on KGM motorways and 140 km/h on build-operate-transfer (YİD) motorways, but the thing that catches visitors isn’t the speed — it’s the toll. Turkish motorways and bridges run on HGS, an electronic tag; there are no cash booths, so if you pass a gantry without a valid, topped-up tag you collect a penalty. Rental cars usually come with an HGS tag fitted — confirm it before you drive off. On top of that, EDS cameras measure your average speed over long stretches, and foreign drivers are commonly stopped at the toll exit to settle fines on the spot. At 26-35 km/h over inside a town the ticket is TRY 12,000, roughly €310; your licence is not at risk until 46 km/h over, where a 30-day confiscation starts.

Motorway Speed Limits
Cars may do 130 km/h on motorways operated by KGM and 140 km/h on motorways built and run under the build-operate-transfer (YİD) model. Both figures date from 2 June 2022, when an Interior Ministry instruction raised the car limit on motorways; before that it was 120 km/h, which is why older guides still quote it.
Trucks and heavy vehicles are limited to 90 km/h on the same roads.
Speeding Penalties
The percentage system is gone. Since 27 February 2026 Turkish speeding fines are set in nine km/h bands, and they begin at 6 km/h over inside built-up areas — outside them, nothing is charged below 11 km/h over.

Enforcement Reality
Turkey deploys a moderate number of speed cameras, concentrated on motorways and accident black spots.
The tolerance is written into the law rather than left to the officer: 6 km/h inside built-up areas, 11 km/h outside them. Anything beyond that is a fine, and on a motorway with EDS average-speed measurement there is no stretch of road where easing off for a single camera helps.
Foreign-registered vehicles are actively tracked. Rental cars make enforcement even simpler because the hire company forwards your details to the authority.
Officers can demand on-the-spot payment. If you cannot pay, your vehicle may be impounded until the fine is settled.
Truck Speed Limits
Heavy vehicles on Turkey motorways are capped at 90 km/h, creating a speed differential of 40-50 km/h with passenger cars. Be alert when overtaking or merging.
Mandatory Equipment
A speed check often turns into a full vehicle inspection. Make sure you carry a warning triangle, reflective vest, first aid kit and fire extinguisher. Missing any of these items is a separate offence with its own fine.
Alcohol and Speed
With a BAC limit of 0.05, Turkey is stricter than many destinations. Driving after even one drink and exceeding the speed limit can lead to a double penalty.
