Romania’s autostrada network is real but short, concentrated on the A1 running west from Bucharest towards Hungary and the A3 heading north. Away from those corridors, the country runs on DN national roads: single carriageway, limited to 90 km/h, shared with agricultural traffic, horse-drawn carts in the rural north, and long queues behind lorries on the climbs.

The practical consequence is that a Romanian journey takes considerably longer than the distance suggests. Planning on a 130 km/h average because that is the headline limit is the most common mistake visitors make here.

The Rovinieta Covers More Than Motorways

The rovinieta is an electronic road-use charge, purchased against your registration number and checked by camera. The detail that catches foreign drivers is its scope: it applies to the national road network, not only to the motorways. Driving a DN road without one is an offence just as driving the A1 without one is.

Buy it online or at a border-area filling station before you set off, and keep the confirmation. Rental cars usually have one, but “usually” is worth a question at the desk.

Speeding Penalties

A minor overage carries a roadside fine of roughly RON 290–725 (about EUR 60–150). Larger excesses escalate into licence points and suspension. Romanian police issue on the spot; always take the receipt, which is the document that proves the matter is closed.

Zero Alcohol

Romania’s blood alcohol limit is 0.0. A single beer puts you over, and the penalties for driving over the limit are criminal rather than administrative once a measurable reading is found.

What Most Guides Don’t Tell You

Enforcement is handheld, not automated

Romania has limited fixed-camera coverage compared with Western Europe. What it has instead is mobile radar: unmarked and marked police cars parked on the approach to villages and at the bottom of long descents. The tell is a parked car with a clear sight line down the road, and the working tolerance is around 10 km/h.

Village transitions are the trap

On a DN road the limit falls from 90 to 50 at the village sign and returns at the end-of-village sign. Romanian villages are strung along these roads for kilometres at a time, the signs are small, and this transition is where most tourist speeding tickets originate.

The Transfăgărășan is not a through route

The famous mountain road is seasonal, typically open only from around late June to October, and closed by snow the rest of the year. Building a route around it outside those months means a long detour discovered late.

Cross-border collection is real

Romania participates in EU cross-border exchange of driver details for speeding offences. Leaving the country does not end an unpaid camera fine.
