Second, you need a rovinieta (electronic vignette) to drive the national road network, and there’s a fine if you’re caught without one. Third, Romania actually has very few finished motorways (mainly the A1 and A3), so most of your trip is on single-carriageway DN roads where the limit is far lower. Enforcement Reality

The typical enforcement tolerance is around 10 km/h above the posted limit. Anything beyond that triggers an automatic fine.
Cross-border fine collection is active. An unpaid ticket does not disappear when you leave the country.
Officers can demand on-the-spot payment. If you cannot pay, your vehicle may be impounded until the fine is settled.
