Article 139 of the Code de la route and the Ministry of Mobility summary give:

Signs can set other limits, and in every case a speed that is dangerous for the conditions is an offence in itself.
The two-step fine scale
Luxembourg sorts speeding into a simple contravention, a serious one, and a délit for repeat offenders. On the autoroute the thresholds are:

Outside built-up areas the break comes at 20 km/h over, and in town at 15 km/h over. The délit de grande vitesse only applies when the offence is repeated within 36 months of a first serious contravention or délit; it carries a fine of EUR 500 to 10,000 and/or 8 days to 3 years in prison.
The measurement margin
Before a reading is turned into a fine, the police deduct a margin: 3 km/h for measured speeds between 25 and 100 km/h, and 3% above 100 km/h. A car measured at 159 km/h on a dry autoroute is therefore treated as doing about 154, which is still inside the EUR 49 band.
